Table IV deals with the Treasury and
Post Office, and assumes the existence of an Assistant
Treasurer. I see no reason why the Assessor who is an
Officer of this Department should not have the title of
Assistant Treasurer and become a 3rd. class Cadet Officer.
This would effect a saving in the present salary given to
the Assessor, which is £3,600 to $4,200 with personal allow-
-ance of $500. One Cadet is required but there is a shortage
of an Officer for 25 months to complete.

Table V shows the employment of one
extra Cadet to allow for the shortages in Tables III and IV
and shows a margin of 12 months.
In all therefore the non-legal
appointments require 7 Cadets.

In Table I of Annexe it is shown
that two Passed Cadets are required to act in the appoint-
-ments of Second Magistrate (First Police Magistrate 3
months only) and Assistant Land Officer and this Table in
conjunction with Table II shows that with 3 more Passed
Cadets (a total of five required in the Legal Departments)
there is a nett deficiency of an Officer for 3 months only
in the six years cycle. If it should for purposes of an
Appeal Court be found necessary to appoint a Third Judge
